The Council of Ministers of Mali, under the presidency of General Assimi Goita, met on October 9, 2026, and adopted several key decisions. These decisions included the adoption of draft decrees aimed at enhancing energy efficiency in the country. The first decree establishes modalities for the energy labeling of new electric lamps and household appliances. The second decree sets measures for energy efficiency in building construction. These moves align with the Regional Initiative for Sustainable Energy and the directives of the West African Economic and Monetary Union.
The energy labeling decree aims to harmonize labeling standards and impose a standardized information system on the energy consumption of electrical equipment sold in Mali. This move seeks to gradually eliminate high-energy-consuming or poor-quality appliances from the market. The decree on energy efficiency in building construction sets minimum performance requirements for thermal insulation and the efficiency of air conditioning and lighting systems. These measures are designed to reduce energy consumption and promote sustainable development.
In addition to the energy sector decisions, the Council of Ministers also adopted texts related to the creation, organization, and functioning of the Program for Irrigation Development in the Bani Basin and Sélingué-Phase II. This program, initiated by a 2016 law, aims to develop hydro-agricultural infrastructure in specific zones and facilitate their exploitation. The new texts extend the program for five years, with the goal of continuing the development of hydro-agricultural infrastructures and creating conditions for their exploitation.
The Council of Ministers also made several key appointments across various ministries. In the Ministry of Defense and Veterans, Colonel (er) Issa Kaloga was appointed as a chargé de mission. Other appointments included Colonel-major Abdoulaye Kola Maiga as High Defense Official at the Ministry of Health and Social Development, and Colonel-major Hamidou Sanogo at the Ministry of Urbanism, Housing, and Population.
Further appointments were made in the Ministry of Territorial Administration and Decentralization, with Yacouba Diankinè Coulibaly appointed as an inspector. In the Ministry of Foreign Affairs and International Cooperation, Paul Hervé Diarra was appointed as technical advisor, while Boubacar Sidiki Fomba and Bassirou Porg were appointed as consular advisors to the Malian embassies in Abidjan and Madrid, respectively.
The Ministry of Agriculture saw the appointment of Oumar Sawadogo as an inspector, while Daouda Traoré was appointed as technical advisor in the Ministry of the Promotion of Women, Children, and the Family. Ousmane Mahamane was appointed as an inspector in the Ministry of Urbanism, Housing, and Population, and Dikoorè Jallo as technical advisor in the Ministry of Handicrafts, Culture, and Tourism.
Finally, the Council of Ministers took note of a written communication regarding the 4th Statistical Master Plan and its action plan. This plan aims to strengthen the national statistical system and address identified insufficiencies. The plan will serve as a framework for meeting statistical information needs and consolidating gains in the statistical sector.
