The Council of Ministers of Mali, under the presidency of General Assimi Goita, met on October 8, 2026, and adopted several key decisions. These decisions included the adoption of new decrees and nominations in various ministries. The meeting took place at the Palace of Koulouba, and the council examined several points on its agenda. The adopted decrees aim to enhance energy efficiency and promote sustainable development in the country. The council also made several appointments in various ministries.

The Council of Ministers adopted two decrees related to energy efficiency, one on the labeling of electrical lamps and household appliances, and the other on energy efficiency in building construction. These decrees are part of the implementation of the Regional Initiative for Sustainable Energy and aim to reduce energy consumption and promote energy efficiency in West Africa. The decrees align with national policies and strategies for promoting energy mastery, energy efficiency, and sustainable development. They were adopted based on a report by the Minister of Energy and Water.

The adopted decrees transpose the directives of the West African Economic and Monetary Union (UEMOA) into national regulations. The directives aim to establish a harmonized framework for energy efficiency in the region. The labeling of electrical lamps and household appliances aims to standardize energy consumption information and phase out energy-intensive or low-quality appliances. The decree on energy efficiency in building construction sets minimum requirements for energy performance, thermal insulation, and efficiency of air conditioning and lighting systems.

The Council of Ministers also adopted new texts related to the creation, organization, and functioning of the Program for the Development of Irrigation in the Bani Basin and in Selingue-Phase II. The program aims to develop hydro-agricultural infrastructure in several areas, including Selingue, Bla, San, and Djenné. The program's organization and functioning are fixed by decrees, and its mission is to create conditions for the exploitation of these infrastructures. The new texts were adopted based on a report by the Minister of Agriculture.

The Council of Ministers made several appointments in various ministries. In the Ministry of Defense and Veterans, Colonel (er) Issa Kaloga was appointed as a chargé de mission, while Colonel-major Abdoulaye Kola Maiga was appointed as a high defense official at the Ministry of Health and Social Development. Other appointments were made in the Ministries of Territorial Administration, Foreign Affairs, Agriculture, Women's Promotion, Urbanism, and Handicrafts.

The Council of Ministers took note of a written communication on the 4th Statistical Master Plan and its action plan. The plan aims to strengthen the national statistical system and respond to the needs for statistical information. The government of Mali has adopted several statistical master plans since 2006, which have allowed for the realization of major statistical operations. However, despite the progress made, some insufficiencies have been noted, and the new plan aims to address these issues.

The 4th Statistical Master Plan and its action plan 2026-2030 were elaborated to serve as a framework for the development of statistics in Mali. The plan aims to consolidate the achievements of previous plans and address the challenges faced by the national statistical system. The Council of Ministers' decisions aim to promote sustainable development, improve energy efficiency, and enhance the country's statistical system.
