The Council of Ministers of Mali, under the presidency of General Assimi Goita, met on October 23, 2026, in a session at the Palace of Koulouba. The council examined and adopted several key projects, including legislative and regulatory measures. These measures aim to improve various sectors, including finance, defense, urban planning, and culture. The council also proceeded with nominations and heard communications.

One of the key decisions made was the adoption of a law regulating the 2025 state budget. The law, which was presented by the Minister of Economy and Finance, ratifies the final accounts of the state's budget for the 2025 financial year. According to the data presented, the state's revenue stood at 2,836.707 billion F CFA, representing a 103.54% achievement of the projected 2,739.697 billion F CFA. The execution of expenditures stood at 3,091.253 billion F CFA, representing 94.25% of the projected 3,279.886 billion F CFA.

The Council of Ministers also adopted a law modifying the ordinance creating the Directorate of Human Resources of the Armed Forces. The new law aims to adapt the missions of the Directorate to its new architecture within the Armed Forces. This modification is part of the reforms aimed at modernizing Mali's defense tool. The adopted law will enable the Directorate to ensure the recruitment, administration, and management of personnel within the Armed Forces.

In the domain of urban planning and infrastructure, the Council adopted several decrees. One of the decrees concerns the allocation of a 211-hectare plot of land in Gongasso, Sikasso Circle, to the Ministry of Energy and Water for the construction of a 100-megawatt solar photovoltaic power plant. The project aims to improve living conditions and increase the share of renewable energy in Mali's energy mix.

The Council also adopted a decree fixing the details of competencies transferred from the state to local authorities in the domain of territorial planning, urban planning, and construction. This decree is a result of the reorganization of local authorities following the adoption of Law No. 2023-002 on March 13, 2023, which modified the fundamental principles of territorial administrative organization.

Furthermore, the Council adopted a decree authorizing and declaring the utility of public works for the development of an agro-industrial park in Bancoumana. The project aims to create a hub for agro-industrial transformation units, logistics platforms, and research and training infrastructure. The development of the park is expected to reduce post-harvest losses, create sustainable jobs, and attract private investment in the agro-industry sector.

Finally, the Council of Ministers adopted a decree fixing the details of competencies transferred from the state to local authorities in the domain of culture. This decree is also a result of the reorganization of local authorities and aims to clarify the roles and responsibilities of local authorities and central government services in the cultural sector.
