The 2025 annual report of Mali's Mediator of the Republic was officially presented to President of the Transition, General Assimi Goïta, on September 29, 2026. The report, comprising five sections, outlines the handling of citizen complaints and concerns. A total of 12,488 citizen concerns were addressed, and 184 complaint files were received. The report emphasizes the persistent challenges related to land management and ownership.
Land issues topped the list of complaints, accounting for 22% of all cases. This concern confirms the ongoing difficulties in land management and ownership, a recurring theme in citizen-administration relations. The report welcomes the establishment of a specialized land pole in August and the success of the 29th edition of the Democratic Interpellation Space.
The report's recommendations cover various areas, including land and financial management, social protection, execution of court decisions, and public market contracts. The document also reviews the institution's national and international activities, as well as capacity-building efforts for its collaborators.
President General Assimi Goïta praised the Mediator's regular publication of the report, describing it as a "culture of responsibility and listening essential to building a modern state." He emphasized the need to translate public action into concrete results for citizens, citing the importance of efficient complaint handling.
The President highlighted that citizens' expectations are measured by the prompt treatment of their cases, pension payments, execution of court decisions, and issuance of land titles in accordance with the law. He urged administrations to view citizen complaints as opportunities for the state to correct itself.
General Assimi Goïta encouraged collaboration between administrations and the Mediator of the Republic, stressing that the institution aims to improve public services rather than criticize them. He also commended the new Ségou territorial delegation office and encouraged continued collaboration with civil society organizations.
The 2025 report outlines several prospects for the institution, including continued awareness-raising efforts, construction of new territorial delegation offices, resumption of public hearings, and digitalization of Mediator services. These initiatives aim to enhance citizen proximity and improve complaint handling.
