The Malian government has initiated a 5-year plan worth 8 billion FCFA to enhance the country's livestock sector. The plan, which covers 2025-2029, aims to address challenges faced by herders, including limited access to water and land. The strategy was approved by a decree on July 3, 2025, and its implementation is being overseen by the Ministry of Livestock and Fisheries.

The plan focuses on developing hydraulic infrastructure and pastoral areas, including the construction of improved water points and designated livestock areas. Five hydraulic systems have already been completed in Koulikoro, with work on 14 systems launched in 2025 in the regions of Koulikoro, Bougouni, and Kita. The systems are designed to provide water for livestock and support the organization of herd movements.

A national steering committee, led by Minister of Livestock and Fisheries Youba Ba, has been established to oversee the plan's implementation. The committee's first session was held on October 1 in Bamako, bringing together representatives from various government agencies, technical services, and professional organizations. The plan's budget is allocated, with 600 million FCFA set aside for 2025 and 2026, and 7.4 billion FCFA for 2027-2029.

However, the plan has undergone adjustments, with initial budget allocations reduced due to financial constraints. The 2027 budget was initially set at 2.7 billion FCFA but was later reduced to 1 billion FCFA. Minister Youba Ba has called for increased government contribution and mobilization of financial partners to support the plan's implementation.

The plan's objectives align with the government's efforts to address challenges faced by herders, including limited access to water and land, and conflicts over resources. The development of hydraulic infrastructure and pastoral areas aims to improve the livelihoods of herders and promote sustainable livestock production.

According to reports, two pastoral areas are part of the 2025 program, with varying reports on their completion status. One area, located in Balanfina, has been completed, while work has begun in Yanfolila and Kangaba. The status of these sites is being confirmed by the National Directorate of Animal Production and Industries.

The 2026 program includes continued work on existing infrastructure and the development of two new pastoral areas in Sikasso and Koutiala. The plan's implementation will be closely monitored, with regular updates on progress and challenges. The Ministry of Livestock and Fisheries is leading the effort, with support from various stakeholders and partners.
