The decree applies to foreign associations, those that have signed a framework agreement with the state, associations recognized as being of public utility, and any association receiving public or private financing. Foundations are also subject to control to ensure they comply with their legal and statutory obligations.
The text also regulates the use of funding for development actions. Any financial support or subsidy granted to an association or foundation requires a non-objection opinion from the ministry responsible for territorial administration. Development projects are subject to review by regional, local, or district committees responsible for the orientation, coordination, and monitoring of development actions.
For each activity, the relevant organization must keep purchase justifications and produce a reception report certified by the state representative in the locality. The decree also provides that this representative must be informed before the activity takes place. Administrative control is the responsibility of the General Directorate of Territorial Administration at the central level, while in regions and administrative subdivisions, it is exercised by state representatives.
The next deadline for submissions under this system is October 10, concerning the activity report and resources-employment table covering operations from July 1 to September 30, 2026. The National Investment Agency of Territorial Collectivities provides technical support for financial control and verification of bank information and supporting documents.
