The Naymote Partners for Democratic Development has released its annual President Meter Report Implementation Rating of the ARREST Agenda for Inclusive Development (AAID) for 2026. The report reveals that 58.4 percent of interventions under President Joseph Nyuma Boakai’s ARREST Agenda for Inclusive Development (AAID) are either completed or ongoing. However, this figure represents implementation activity rather than actual completion or measurable impact.
The President Meter Project is Naymote Partners for Democratic Development’s independent accountability mechanism for tracking the implementation of Liberia’s ARREST Agenda for Inclusive Development (AAID). The project translates government commitments and implementation evidence into clear, accessible information for citizens. According to Naymote’s 2026 President Meter Report, the civil society organization tracked 385 government interventions across six strategic pillars during the 21-month period from January 2025 to September 2026.
The assessment classified 12 interventions, or 3.1 percent, as completed; 213, or 55.3 percent, as ongoing; 57, or 14.8 percent, as not started; and 103, or 26.8 percent, as not rated because available evidence was insufficient to determine their implementation status. The report stated that the 225 interventions categorized as completed or ongoing produce an overall 58.4 percent activation rate, emphasizing that the figure should not be interpreted as a completion score.
Infrastructure Development recorded the highest activation rate at 67.3 percent, followed by Governance and Anti-Corruption at 63.7 percent, Environmental Sustainability at 63.3 percent, Rule of Law at 60 percent, Economic Transformation at 55.4 percent, and Human Capital Development at 53.1 percent. The infrastructure sector showed some of the most visible implementation activity, including road rehabilitation, water and electricity expansion, public transportation improvements and major infrastructure projects.
In the infrastructure sector, 92.11 kilometers of primary roads were paved or rehabilitated, 231.69 kilometers of secondary roads rehabilitated or maintained, 137 kilometers of urban and community roads upgraded, and 193.99 kilometers of feeder and village-access roads worked on. The report also cited the procurement of 285 pieces of yellow machinery, the addition of 53 buses and four trucks to the National Transit Authority fleet, and the expansion of public transportation services to five counties.
Under economic transformation, domestic revenue increased from US$847.7 million in 2025 to more than US$1 billion by September 2026. The report also cited more than 275,000 digital financial transactions and the procurement of 304 agricultural machines, alongside rice mills, power tillers, farmer subsidies, mechanization hubs and agricultural extension programs. In Governance and Anti-Corruption, 1,081 presidential appointees, representing 95 percent, had declared their assets.
The Naymote report highlighted progress in various sectors, but also identified persistent challenges, including pretrial detention, case backlogs, overcrowded correctional facilities, limited justice-sector personnel outside Monrovia and inadequate legal-aid coverage. The report also pointed to renewable-energy investments, environmental regulation, climate resilience initiatives and efforts to combat illegal mining.
