The Lagos State Government has announced a December 31, 2026 deadline for all residents, workers, and employers to secure health insurance coverage. This move is part of its compulsory health insurance policy, which will be fully enforced on January 1, 2027. Governor Babajide Sanwo-Olu made this announcement during the launch of the Lagos Private Health Plan (LPHP) Partnership and the commencement of the enforcement campaign in Victoria Island, Lagos.
The policy, operating under Executive Order EO/BOS/01/2024 signed on July 16, 2024, requires residents to enroll in a recognised social health insurance scheme. This includes employees, self-employed individuals, and unemployed persons. The goal is to reduce residents' dependence on out-of-pocket payments for medical treatment and protect households from financial hardship during illness.
A three-month grace period, from October to December, has been granted to allow individuals and organisations to register for suitable health insurance plans. The Lagos Private Health Plans have been unveiled to extend coverage to salaried workers and corporate organisations. This new arrangement complements Ilera Eko, the existing state health insurance scheme designed to support vulnerable residents and informal sector workers.
The launch featured 21 participating Health Maintenance Organisations (HMOs), which will provide insurance options under the expanded programme. An implementation steering committee and an enforcement task force have been established to coordinate the programme and monitor compliance. Authorities will assess participating HMOs' performance, including hospital payments, claims settlement, and the delivery of covered medical services.
Contributions from the private plans will also support the Lagos State Health Equity Fund, which assists residents who cannot afford insurance premiums. The government has urged residents, workers, and employers to complete their enrollment before the December deadline to avoid difficulties when enforcement begins in January 2027.
The Lagos State Government aims to protect households from financial hardship during illness through this initiative. By registering for health insurance, residents can reduce their dependence on out-of-pocket payments for medical treatment. The government has provided a platform for residents to access affordable healthcare services.
With the deadline looming, residents, workers, and employers are expected to take proactive steps to secure health insurance coverage. Failure to comply may attract penalties when the policy is fully enforced in January 2027. The government remains committed to ensuring that residents have access to quality healthcare services.
