The president of the Kimbanseke municipal council, Éric Munsi Lwala, has expressed concerns over the deteriorating situation in the municipality, citing a surge in insecurity, including arbitrary arrests and the emergence of "eclaireurs" - young people accused of scouting and locating individuals suspected of being involved in criminal acts.

Munsi Lwala also denounced the return of unsanitary conditions in the commune following the withdrawal of task force teams that were involved in cleaning up the area. In addition to security and sanitation issues, Munsi Lwala criticized what he described as opaque management of communal revenues from taxes collected at local markets.

Munsi Lwala accused Mayor Jeancy Nganga of undermining the functioning of the local administration and questioned the use of financial resources, saying that certain agents of the communal administration were replaced based on political affiliation rather than merit. He also described the mayor's behavior as arrogant.

According to Munsi Lwala, the current difficulties in Kimbanseke are largely due to the way Mayor Jeancy Nganga is exercising his responsibilities. Munsi Lwala questioned Nganga's competence in administrative management and his knowledge of the legal provisions governing the functioning of decentralized territorial entities.

Munsi Lwala also criticized Governor of Kinshasa, Daniel Bumba Lubaki, for not effectively supporting efforts to resolve the institutional crisis in Kimbanseke. Munsi Lwala called on Nganga to review his mode of collaboration with municipal councilors and prioritize dialogue with the commune's deliberative body.

In July, municipal councilors adopted a resolution calling for Nganga's revocation, which was approved by a favorable vote. Munsi Lwala emphasized that Nganga's appointment by presidential ordinance does not exempt him from control or responsibility in the exercise of his functions.

Munsi Lwala also mentioned an order of mission signed by the Minister of the Interior and Security on August 17, aimed at opening an investigation into the administrative and financial management of the Kimbanseke commune, but said that this initiative has yet to be implemented.
