Kenya's Energy and Petroleum Cabinet Secretary, Opiyo Wandayi, has appointed new chief executives to two key energy institutions. CPA Tom Odhiambo Imbo has been appointed Managing Director and Chief Executive Officer of KETRACO, while Eng. Edward Mwirigi Kinyua, OGW, takes over as Director General of EPRA. Additionally, Stephen Kipsang Busieney has been appointed Managing Director and CEO of the Geothermal Development Company (GDC). These appointments took effect immediately and followed rigorous recruitment processes conducted by the respective boards of directors.
CPA Tom Odhiambo Imbo, the new KETRACO CEO, is a finance management professional with over 19 years of experience in the private and public sectors. Before his appointment, he spent about 10 years at KETRACO working in its Finance and Strategy functions. He previously worked at the United States International University (USIU) as Head of Management Accounts. Imbo holds a Master of Business Administration in Finance and a Bachelor of Education in Economics, both from Kenyatta University. He is also a Certified Public Accountant of Kenya (CPA-K) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
Eng. Edward Mwirigi Kinyua, the new EPRA Director General, brings extensive experience in petroleum regulation and engineering. He previously served as Director of Petroleum and Gas at EPRA, where he developed and implemented strategies for regulating Kenya's petroleum subsector. Kinyua has over 14 years of experience in the petroleum sector, having worked in the private sector, including at Total Kenya, and at the former Energy Regulatory Commission (ERC). He holds a Master of Science in Energy Management from the University of Nairobi and a Bachelor of Technology in Mechanical and Production Engineering from Moi University.
KETRACO's mandate includes developing and operating Kenya's high-voltage electricity transmission network. The company has been involved in major transmission infrastructure projects and partnerships aimed at expanding and strengthening the national grid. With Imbo at the helm, KETRACO is expected to continue its efforts in enhancing the country's electricity transmission infrastructure.
As Director General of EPRA, Kinyua will oversee the regulation of Kenya's energy industry, including electricity, renewable energy, petroleum, and coal. EPRA's responsibilities include setting, reviewing, and approving electricity and petroleum tariffs, as well as regulating consumer and investor interests, energy efficiency, and petroleum safety. Kinyua's appointment comes after the resignation of former DG Daniel Kiptoo in April 2026.
The appointments of Imbo and Kinyua, alongside Busieney's appointment at GDC, are expected to bring new leadership and expertise to these critical energy institutions. The Ministry of Energy and Petroleum stated that the recruitment processes were conducted in accordance with applicable laws and relevant Human Resource guidelines.
