The Kampala Capital City Authority (KCCA) has distanced itself from two men who were recently charged in connection with alleged rape and computer misuse offences. Ismail Osena, 36, and Julius Mukisa, 21, were arraigned before the Buganda Road Court and remanded over separate charges arising from the same incident. According to the prosecution, the incident occurred on September 22, 2026, at ABC2 New View Guest House in Kampala.

The prosecution, led by Diane Hope Masawi, alleges that Osena had unlawful carnal knowledge of a first-year university girl without her consent. The girl was reportedly lured to the guest house, where Osena took her nude pictures and shared them with Mukisa. Mukisa, allegedly a KCCA enforcement officer, was charged with cyber harassment for threatening to release the girl's nude pictures unless she met him.

The incident began when the girl was arrested by Osena and Mukisa for walking on the green belt of KCCA in the city center. KCCA has been enforcing a campaign to green Kampala by planting trees along the streets, making it illegal for anyone to walk or step on the green belt. Several people have been arrested and remanded for violating this rule.

Daniel NuweAbine, the KCCA spokesperson, told URN that the two men charged in court are not KCCA enforcement staff and not on any staff list. He mentioned that KCCA has an enforcement arm dressed in blue and black with a camera and scouts under the city ambiance arrangement. These officers have the mandate to sensitize and arrest, with support from security agencies such as police and the military.

NuweAbine noted that the Magistrates Court Act allows private citizens to arrest, but they must take the person to the nearest police station immediately. He emphasized that KCCA enforcement officers operate within the law and are not involved in the alleged crimes. The spokesperson assured the public that KCCA is committed to maintaining law and order in the city.

The incident has raised concerns about the conduct of some individuals claiming to be KCCA enforcement officers. The authority has been working to maintain a clean and safe environment in Kampala, but some individuals have been taking advantage of their position to commit crimes. The police have arrested the two men and are investigating the matter.
