The Governor of Kasaï Oriental, Jean-Paul Mbwebwa Kapo, officially opened the workshop on September 21, 2026, at the Félix-Antoine Tshisekedi Amphitheater of the Official University of Mbuji-Mayi. The three-day event brings together over 450 participants, divided into three groups, to discuss the legal texts related to the creation, organization, and functioning of provincial and local security committees.
The objective of the workshop is to contribute to the restoration and strengthening of state authority through better mastery of security governance mechanisms at the territorial level. According to Martine Bokenge, a trainer and director at the General Inspection of Territorial Administration, several topics are on the agenda, including the main innovations of the decree and its implementing measures, the six functions of the national defense and security policy, and the organization and functioning of local security committees.
Participants will also receive training on the practical modalities of organizing security meetings, the missions of local security committees, threat analysis, and conflict prevention and management related to customary power. The training aims to equip participants with the knowledge and skills necessary to effectively manage security issues at the local level.
In his address, Governor Jean-Paul Mbwebwa Kapo emphasized the importance of security governance based on coordination, communication, proximity, and anticipation. He stressed that security is a essential condition for stability and development in the province, enabling the improvement of basic social services, youth encadrement, and agricultural development, while also promoting a favorable business climate and attracting investment.
The Governor also praised the initiatives of the Deputy Prime Minister, Minister of the Interior and Security, Jacquemain Shabani Lukoo, particularly those related to the reform of territorial administration and the strengthening of proximity security governance. He called for permanent vigilance and reinforced collaboration between institutions and communities to make Kasaï Oriental a province where populations live in peace, children study in tranquility, and investors can operate in a reassuring environment.
The training workshop, which will run for three days, is expected to enable participants to better master the legal texts and mechanisms of functioning of security committees, in preparation for the visit of the Deputy Prime Minister, Minister of the Interior and Security. The event is being conducted by experts from the territorial administration.
