The provincial government of Kasaï-Central, led by Governor Joseph-Moïse Kambulu Nkonko, has announced the school fees for the 2026-2027 academic year in public and private accredited schools. Provincial ordinance n°140, dated September 16, 2026, outlines the fees and conditions for collection. The ordinance reaffirms the principle of free public primary education, stating that no school fees can be charged to students enrolled in public primary schools.
For public primary schools, the ordinance makes a distinction for kindergarten, where fees are set at 4,500 Congolese francs per month per child. This amount can be paid in one installment or in installments. The allocated funds will be distributed as follows: 40% for school operations and 60% for teacher support. This measure aims to provide a clear financial framework for public schools in the province.
In secondary schools, fees vary depending on the educational cycle and options. Students in the 7th and 8th years of the basic education cycle are subject to a monthly cap of 5,500 Congolese francs. For general secondary education and normal humanities, the cap is set at 7,000 Congolese francs. Technical and social education has a cap of 7,500 Congolese francs per month, while several technical options have a cap of 9,000 Congolese francs per month per student.
The ordinance also sets annual fees to be collected at the beginning of the academic year, between September 1st and October 1st. These include a registration fee of 1,500 Congolese francs, a report card fee of 1,000 Congolese francs, sports and extracurricular activities fee of 200 Congolese francs, and a school insurance fee of 1,000 Congolese francs. All payments made by parents or students must be accompanied by a receipt to track payments made.
For accredited private schools, no uniform tariff is imposed by the ordinance. School fees must be set by the school promoter in consultation with the parents' committee, taking into account local realities. This decision must be recorded in a meeting report. The ordinance also provides exemptions for certain categories of students, including those in private schools who are exempt from paying fees related to the ENFEP.
Additionally, the ordinance provides special measures for children of teachers and inspectors. For example, teachers in public primary schools are entitled to have their secondary school fees covered for up to two children, provided they meet certain conditions, including presenting an attestation from the Sub-provost. This measure aims to support the education of children of education sector workers.
