The High Authority of Communication (HAC) in Guinea recently carried out a sensitization campaign on the legal conditions for the creation and operation of media outlets in the country. On October 22, 2026, the HAC delegation, led by Commissioner Chérif Oumou Khaïry, visited Matam commune in Conakry. The meeting focused on the proliferation of "teleweb" pages on social media and the need for communal officials to understand the legal framework governing the media sector.

The HAC delegation engaged with communal officials, headed by Sylla Abdoulaye, the second deputy mayor of Matam. The goal of the visit was to inform local authorities about the legal requirements for creating and operating media outlets in Guinea. Commissioner Chérif Oumou Khaïry presented a guide developed by the HAC to explain the conditions for media creation and operation. She emphasized the importance of respecting the existing legal framework.

Commissioner Khaïry highlighted that the HAC's objective was to share concerns about media creation, installation, and operation in Guinea with local officials. She stressed that promoters of current and future media outlets must comply with existing legal dispositions. The commissioner also clarified that "teleweb" pages on social media are not considered digital televisions, as the law has not defined their creation conditions.

The HAC Commissioner explained that a "teleweb" page without a program grid, personnel, or a terms of reference is not a web television. However, she suggested that Matam commune could have an institutional page, subject to authorization from competent authorities, to communicate about its activities. This proposal aims to promote responsible use of digital platforms.

Sylla Abdoulaye, the second deputy mayor of Matam, welcomed the information provided by the HAC delegation. He mentioned that local officials and citizens face difficulties due to aggression on social media. The commune is awaiting the outcome of parliamentary works to decide on measures to address these concerns.

The HAC visit is part of a sensitization tour in local communities, following a previous visit to the interior of the country. The institution aims to promote a better understanding of the legal framework applicable to media and raise awareness among local actors about the challenges related to digital platform use.

At the end of the visit, Djenabou Thiam was appointed as the supervisor of Matam commune. The HAC also acknowledged the role of partner institutions, including the Regulatory Authority for Posts and Telecommunications (ARPT), the Ministry of Information and Communication, and the Ministry of Justice, in supporting its missions.
