Guinea's Minister of Modernization of Administration and Public Service, Faya François Bourouno, has detailed the modalities of recruitment contests planned for 2026 and 2027. The minister made the announcement on September 29, 2026. Five ministerial departments will be involved in the campaign, which is organized around four pillars: merit, territorialization, digitalization, and the fight against fraud.

The recruitment campaign concerns five ministries, including the Ministry of Health and Public Hygiene, which will recruit specialist doctors and other health agents. The Ministry of Higher Education and Scientific Research will recruit aggregated professors and PhD holders. The Ministry of Sanitation, Hydraulics, and Hydrocarbons will recruit contract agents, while the Ministry of Justice and Human Rights will recruit magistrates and registrars. The Ministry of National Education and Literacy, Technical Education, and Vocational Training will recruit teachers for elementary and secondary education.

According to Faya François Bourouno, the recruitments will be organized in two phases. The first phase is scheduled for the end of 2026, covering higher education, part of the health sector, and pre-university education. The other operations will continue in 2027. The first pillar of the recruitment process is based on equal opportunities, transparency, and merit. The minister affirms that access to the public service must now be based on the candidates' competencies.

The second pillar concerns the territorialization of contests and assignments. For several categories, the tests will not be organized in Conakry, but in the different regions of the country. In the education sector, candidates will apply directly for an identified position in a school. If admitted, they will be assigned to that position. This approach aims to improve public service in the country's interior.

The third pillar is dedicated to the digitalization of the entire recruitment process. Applications will be submitted online, and tests will rely on digital tools. The system is designed to secure the process and facilitate the publication of results in real-time. This digitalization aims to eliminate any possibility of fraud in the process.

The fourth pillar focuses on the fight against fraud and scams related to recruitments. The ministry intends to target individuals who claim to be able to integrate candidates into the public service through their relations or against payment. The minister warned that his government will not tolerate such practices and will take severe measures against those involved.

Minister Bourouno plans to work with the National Agency for Information System Security (ANSI) to strengthen the technical security of the device. The new recruitment process is expected to ensure equal opportunities, transparency, and merit-based access to the public service in Guinea.
