The Guinean Ministry of Modernization of Administration and Public Service has announced a significant recruitment drive for the public sector. At a press conference held on September 29 in Kaloum, Minister Faya François Bourouno outlined the government's plans to recruit 7,197 officials across various ministries, including Health, Justice, Sanitation, Higher Education, and National Education. The goal is to rejuvenate, feminize, and modernize the public administration.
The recruitment drive aims to address specific needs in terms of profession and profile. Minister Bourouno emphasized that the days of recruiting for the sake of recruiting are over, and that the government will now focus on merit-based recruitment. He also announced measures to prevent fraud, including collaboration with prosecutors and the National Agency for Information System Security to track and prosecute those attempting to manipulate the recruitment process.
The ministry has modernized the public sector, digitizing all processes and establishing a database of staff and payroll. A repertoire of jobs, professions, and skills has also been created, along with an operational framework providing each agent with a job description and evaluation criteria. The government has also implemented a performance evaluation system for agents, which will be used to assess their progress and goal achievement.
The recruitment drive includes 6,000 teaching positions in the pre-university sector, 500 teaching-researcher positions with a PhD, and 697 specialist medical positions. The government has also announced plans to recruit 4,500 health professionals, 2,000 contract agents for sanitation, 200 court clerks, and 100 magistrates. The minister expressed hope that the recruitment drive will increase the representation of women in the public sector, which has risen from 27% to 31% since September 2021.
The recruitment process will be conducted transparently, with clear criteria and evaluation procedures. The minister emphasized that the government is committed to respecting its engagements, including the protocol agreement signed on January 3, 2026, with the education sector's intersyndicale. However, the minister also stressed that the recruitment process will be based on rational criteria to ensure the qualification of the education system.
The intersyndicale de l'Éducation has expressed satisfaction with the government's commitment to dialogue and has stated that it is close to reaching an agreement. The minister assured that there is no threat of a strike and that the government is working to create favorable conditions for education. He emphasized that the vision of the Head of State is to guarantee social justice and that the government will work to prevent a repeat of the disorders that occurred in the education sector between 2015 and 2020.
The recruitment process will take place in several phases, with application deadlines and evaluation dates set for each category of positions. The results are expected to be announced in November, with some positions to be filled in 2027. The government has also announced plans to organize professional exams for current public officials in November and December 2026.
