The GIZ, on behalf of the German Government, is implementing the Just and Climate-Resilient Urban Development and Decentralisation in Zambia Programme (CitiZen+D). This programme aims to support Zambia's efforts towards sustainable urban development and effective decentralization. The programme focuses on four key areas, including strengthening coordination, planning, and implementation capacities of selected cities, enhancing financial capacities, promoting inclusive participation, and facilitating professional exchange.
The CitiZen+D programme operates in partnership with the Decentralisation Secretariat at Cabinet Office and the Ministry of Local Government and Rural Development at the national level. At the local level, it collaborates with selected local authorities in Lusaka Province, Southern Province, and Luapula Province. The programme seeks to strengthen capacities and support the implementation of inclusive, climate-resilient urban development approaches.
A Local Government Finance and Revenue Management Advisor is required to support the programme's efforts in enhancing the financial capacities of selected cities. The advisor will be based in Choma and will work on a fixed-term contract. The successful candidate will have a bachelor's degree in Accounting, Finance, or Business Administration, with a master's degree preferred. Full Zambia Institute of Chartered Accountants qualification/certification and active membership with ZICA are also required.
The advisor's main tasks and responsibilities will include monitoring and reporting on the performance of accounting functions of partner councils, facilitating the use of efficient processes for collection of own sources of revenue, and providing technical advice in the establishment and formalization of an asset maintenance and renewal financing system. The advisor will also facilitate the use of digital tools in revenue management and support partner councils in dialogue and engagement processes.
The ideal candidate will have a minimum of 5 years of work experience in progressive accounting, experience in local government finance, and practical experience in using computerized accounting and digital revenue management systems. Experience in project management and multi-stakeholder engagement is also required. The advisor will be expected to start employment with GIZ on a fixed-term contract.
