The Minority Caucus Committee on Employment, Labour Relations and Pensions in Ghana has called on the government to urgently address the concerns of teacher unions, which have led to the declaration of industrial action by the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and Pre-Tertiary Teachers Association of Ghana (PRETAG).
According to the Minority, the concerns raised by the unions include delays in negotiating a new Collective Agreement, failure to automatically place teachers who have successfully completed promotion examinations, and non-payment of the Deprived Area Allowance. These demands are not new but relate to conditions of service that have already been agreed upon.
The Caucus, represented by Deputy Ranking Member of the Employment, Labour Relations and Pensions Committee, Frank Asiedu Bekoe, stated that the government's failure to address the issues has contributed to growing frustration among teachers and could further affect the education sector. The Minority also linked the development to poor performance in the 2026 BECE.
The Minority Caucus emphasized that the government must prioritize the concerns of teachers and take immediate steps to resolve the impasse. They called for the government to conclude negotiations on the Collective Agreement, direct the Controller and Accountant-General's Department to place all promoted teachers and pay their outstanding arrears from January 2026.
Additionally, the Minority urged the government to implement the 20 percent Deprived Area Allowance for teachers working in hard-to-reach communities. The Caucus further urged the government to prioritize the classroom and ensure that the concerns of teachers do not further disrupt academic activities.
The development comes as teacher unions continue their industrial action, with NAGRAT accusing the government of acting in bad faith. The Ghana National Association of Teachers (GNAT) has also called for an independent probe into the death of a teacher at Gindabour.
