The ministers in charge of Energy from the Central African Economic and Monetary Community (CEMAC) member states adopted a dozen resolutions in Libreville on September 25, 2026. The goal is to accelerate sub-regional energy integration, focusing on reliable, coherent, and well-governed energy data. According to the Gabon Press Agency, the ministers recognized the importance of addressing issues related to energy data availability, quality, harmonization, and valorization.
The ministers agreed to build a coherent, comparable, and credible sub-regional information system. This system will benefit from the support of continental and international financial institutions. They emphasized that the Strategic Energy Information System (SIE-CEMAC) is crucial for planning and integrating community energy projects. National information systems are essential for building a robust regional framework.
The adopted resolutions imply that national action plans must be improved and better aligned with SIE-CEMAC. The ministers stressed the need to harmonize energy statistics, collection methodologies, indicators, and benchmarks. They also highlighted the importance of strengthening human capacities and mobilizing technical and financial partners around a consolidated portfolio at the community level.
The ministers expressed their commitment to making energy data an instrument for integration and development in the six CEMAC member countries. Gabon's Minister of Universal Access to Water and Energy, Philippe Tonangoye, addressed his counterparts. He emphasized that a sustainable energy integration cannot be achieved without a simultaneous integration of information systems.
Tonangoye stated that energy data must become a shared, secure, and strategic common good for sub-regional development. He called for the implementation of the agreements made in Libreville, translating them into actions, financing, and measurable results. The minister also emphasized the need for accompanying texts to support the implementation of various cells.
The CEMAC Commission President, Baltasar Engonga Edjo’o, and the Executive Director of the African Renewable Energy Commission (AFREC), Abdallah Hamid, attended the meeting. The ministers' discussions were constructive, and the adoption of the resolutions marks a significant step towards energy integration in the region.
The resolutions adopted by the ministers will contribute to the development of a robust energy framework in CEMAC. The focus on reliable energy data will facilitate informed decision-making and support the growth of the regional energy sector.
