Victor Omololu Olunloyo was born on April 14, 1935, in Ibadan, Nigeria. His educational journey began at Holy Trinity Primary School in Lagos, followed by Olowogbowo Methodist Primary School, St Peter's Primary School in Aremo, Ibadan, and finally St Paul's Anglican Primary School in Gbongan. This diverse primary schooling provided a broad foundation for his future academic pursuits. He then attended Government College, Ibadan, where he secured a scholarship and excelled academically.
Olunloyo's academic prowess continued to grow as he attended University College Ibadan in 1953, then affiliated with the University of London. He earned a scholarship to study overseas and attended Queen's College, Dundee, part of the University of St Andrews, in 1955. There, he excelled in physics, chemistry, and mathematics, scoring as high as 98%. His undergraduate studies culminated in a First Class Honours degree in Mechanical Engineering in 1958.
Olunloyo's mathematical abilities were particularly evident, as he scored 132% in his final year mathematics examination. He then transitioned directly into doctoral research in mathematics at the University of St Andrews, completing his PhD by 1961 at just 25 years old. His thesis, "On the Numerical Determination of the Solutions of Eigenvalue Problems of the Sturm-Liouville Type," showcased his exceptional intellectual capability.
Upon his return to Nigeria, Olunloyo joined University College Ibadan as a mathematics lecturer and contributed to the country's educational sector. In 1962, at 27, he was appointed Commissioner for Economic Development in the Western Region under Dr. Moses Majekodunmi. This marked the beginning of his long career in public service, during which he held various commissioner roles and chaired the Western Nigerian Development Corporation.
Olunloyo played a foundational role in establishing The Polytechnic, Ibadan, becoming its first rector. His dedication to education was a consistent thread throughout his public life, shaping institutions that would impact countless Nigerian students. In 1983, he won the election for governor of Oyo State on the National Party of Nigeria (NPN) platform but served for only three months before a military coup led by General Muhammadu Buhari overthrew Nigeria's Second Republic.

His extraordinary intellectual achievements in engineering and mathematics by age 25 are a testament to his exceptional mind.
