The Federal Government of Nigeria, in collaboration with state governments, non-state actors, and development partners, has reaffirmed its commitment to implementing the Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration 2026–2035. This commitment was made at the Annual CAADP Community of Practice (CoP) Meeting held in Maiduguri, Borno State. The meeting aimed to strengthen cooperation towards achieving food security and transforming Nigeria's agrifood systems.
The Minister of Agriculture and Food Security, Senator Abubakar Kyari, emphasized the importance of effective alignment among the Federal Government, states, and development partners to achieve sustainable food security and resilient livelihoods. He noted that this alignment must translate into compatible policies, reliable data, complementary investments, and clear responsibilities for implementation. The Kampala CAADP Declaration and its Strategy and Action Plan for 2026–2035 underscore the need for coordinated action.
The CAADP framework adopts a broader agrifood systems approach, covering sustainable production, investment and finance, food and nutrition security, trade, inclusion, resilience, and governance. Senator Kyari mentioned that President Bola Ahmed Tinubu has prioritized food security at the national agenda. The Federal Government is working to translate this policy direction into increased production, greater affordability, stronger rural economies, and a more resilient food system.
According to Senator Kyari, some essential food commodities have recorded price reductions of up to 50 per cent, alongside increased input delivery, investments in rural infrastructure, and support for smallholder farmers. Nigeria has developed and validated a 10-Year National Agrifood System Strategy and Action Plan to domesticate the Kampala commitments and provide a framework for coordinated implementation.
The strategy will establish clear roles, responsibilities, timelines, and accountability mechanisms while integrating CAADP Biennial Review indicators into national planning, budgeting, and reporting. This approach aims to ensure a cohesive effort towards achieving the goals of the CAADP Kampala Declaration.
The meeting was organized by the Federal Ministry of Agriculture and Food Security in collaboration with state governments, non-state actors, and development partners, including Germany. The Head, Department of Information, Ezeaja Ikemefuna, made this known in a statement on Tuesday.
The implementation of the CAADP Kampala Declaration is expected to have a positive impact on Nigeria's agricultural sector, contributing to food security, economic growth, and improved livelihoods. Key stakeholders will continue to work together to ensure the success of this initiative.
