The Federal Government of Nigeria has issued a directive to all Ministries, Departments and Agencies (MDAs) to adopt three digital tools developed by the Bureau of Public Service Reforms (BPSR) to enhance reform monitoring, knowledge management, and performance tracking. This move aims to deepen e-Governance and accelerate public service reforms in the country. The directive was contained in a circular dated August 2026, with reference number 58786/S.III/C.6/T/56, signed by the Secretary to the Government of the Federation (SGF).
The digital tools to be adopted by MDAs include the Reform Tracker, Knowledge Repository, and National Strategy for Public Service Reform (NSPSR) dashboard. These platforms were launched by the BPSR in June 2026. The Reform Tracker Dashboard is designed to serve as a central mechanism for monitoring reforms, milestones, quick wins, and key performance indicators across MDAs. It is expected to provide near real-time information on reform implementation, strengthen performance management, and enhance accountability.
The Knowledge Repository is another digital tool that will be adopted by MDAs. It is designed as a central digital platform for storing and accessing reform-related policies, strategies, reports, guidelines, case studies, and research outputs. The Repository aims to preserve institutional memory, facilitate knowledge sharing, reduce duplication of efforts, and support evidence-based policy development. This will enable MDAs to access and share knowledge, best practices, and lessons learned from reform implementation.
Under the directive, each MDA is required to designate a reform focal desk officer to coordinate reform-related activities on the platforms. The BPSR is mandated to facilitate the adoption of these digital tools, monitor compliance, and report on implementation by respective institutions. The Bureau will also provide technical assistance and support to MDAs to ensure effective utilization of the platforms.
The adoption of these digital tools is expected to enhance transparency and accountability in the federal public service. It will also improve the efficiency and effectiveness of reform implementation across MDAs. The BPSR has assured that it will work closely with MDAs to ensure a smooth transition and effective utilization of the platforms.
According to Aliyu Umar Aliyu, Head, Strategic Communication, BPSR, the directive is a significant step towards achieving the goals of the National Strategy for Public Service Reform (NSPSR). He stated that the BPSR is committed to supporting MDAs in the implementation of the digital tools and ensuring that they are used to drive reform and improve public service delivery.
The implementation of the digital tools is also expected to promote collaboration and coordination among MDAs. It will enable them to share knowledge, best practices, and lessons learned from reform implementation, and to work together to achieve common goals. The BPSR will monitor the implementation of the directive and provide regular updates on progress.
