Egyptian Prime Minister Dr. Mustafa Madbouly led a high-level meeting of the Supreme Committee of the National Council for Climate Change on Sunday, November 1, 2026. The meeting took place at the government headquarters in the new capital city and was attended by several high-ranking officials, including Dr. Hani Suwelim, Minister of Water Resources and Irrigation, and Dr. Manal Awad, Minister of Local Development and Environment.
During the meeting, the committee approved the launch of the updated version of Egypt's Nationally Determined Contributions (NDC) 3.0. This updated plan will be published on the official website of the United Nations Framework Convention on Climate Change (UNFCCC). The NDC 3.0 reflects Egypt's latest efforts to address climate change under the Paris Agreement. The updated plan includes several new developments compared to the previous version.
The updated NDC 3.0 includes the addition of the water resources and irrigation sector to the mitigation sectors, bringing the total to eight sectors. The plan also outlines 37 mitigation actions and adds the health sector to the adaptation sectors, bringing the total to five sectors with 29 adaptation actions. Furthermore, the plan updates Egypt's emission reduction targets for 2035 in the electricity, petroleum, gas, and transportation sectors.
In addition to the NDC update, the committee approved the issuance of a letter of authorization for emission reduction results for international use. This decision is part of the review of the status of emission reduction certificates generated by clean development mechanism projects implemented in Egypt. These efforts are aimed at achieving carbon neutrality targets.
The Supreme Committee also agreed to issue letters of intent for two projects aimed at reducing nitrous oxide emissions from nitric acid plants. These projects are being developed by SEMADCO and EHC, and the letters of intent are a step toward using Article 6 of the Paris Agreement. The goal is to support the development of these projects and facilitate the necessary studies and procedures.
The meeting was attended by several high-ranking officials, including Dr. Mohamed Farid, Minister of Investment and Foreign Trade, and Dr. Ahmed Rustam, Minister of Planning and Economic Development. Other attendees included Yaser Sobhi, Deputy Minister of Finance for Financial Policies, and Brigadier General Mohamed Abdel Hamid, Director of the Chemical Warfare Department of the Egyptian Armed Forces.
The Egyptian government's efforts to address climate change are part of a broader strategy to promote sustainable development and reduce greenhouse gas emissions. The updated NDC 3.0 and the approval of emission reduction projects demonstrate Egypt's commitment to meeting its climate change goals and contributing to global efforts to mitigate the impacts of climate change.
