The Egyptian House of Representatives is holding an emergency session today, Wednesday, at the invitation of President Abdel Fattah El-Sisi. The session is being chaired by Counselor Hisham Badawi. Before the emergency session, the Constitutional and Legislative Committee of the House of Representatives met to discuss a draft law postponing the implementation of the new Criminal Procedures Law. The proposed postponement is for a period of six months to one year due to the government's unreadiness to implement the law. According to Article 6 of the law, it was set to come into effect on Thursday, October 1.
President Abdel Fattah El-Sisi invited the House of Representatives to start its second regular session on Thursday, October 1, 2026. During the session, the reconstitution of the membership of the parliamentary committees will be addressed. The re-election of the office holders of 25 specialized committees is also on the agenda.
The internal regulations of the House of Representatives organize the membership of the specialized committees. According to Article 39, the Speaker of the House receives nominations for committee membership at the beginning of each regular session. The office of the House then coordinates these nominations, prioritizing the most senior members and those with expertise in the committee's field.
Each member of the House of Representatives is required to participate in one of the specialized committees. According to Article 40, a member may participate in a second committee with the approval of the House office, but without voting rights or financial benefits. Committee chairs and members are also subject to certain restrictions.
The House of Representatives will also reconstitute the Values Committee, which is responsible for proposing parliamentary penalties. The committee's formation and operation are governed by Article 28 of the internal regulations. The committee will have 15 members, with at least half of them not belonging to the party or coalition with the most seats in the House.
The Values Committee will examine alleged violations by members of the House, including breaches of moral, social, or political values. According to Article 29, the committee's decisions will be made by a majority of those present, provided that the required quorum is met.
