The opening ceremony will feature a number of stars from the art world and several artistic activities. Singer Shamaa Naji will perform during the opening ceremony, while director Mohamed Maghrebi will direct the opening and closing ceremonies.

The festival's third edition is dedicated to the late Egyptian actor Khaled Saleh, who left a lasting impact on Egyptian cinema. The festival aims to celebrate his artistic legacy and achievements. Ezza Abou El-Yazeed stated that choosing Khaled Saleh's name for this edition conveys a message of appreciation for an artist who managed to establish his presence with immortal works.

The festival's competitions will include three main categories: "Cinema Al-Womda," which requires films not to exceed five minutes; "General Competition," which requires films not to exceed 30 minutes, including opening and closing credits; and a competition for artificial intelligence films.
