Egypt's Law on University Organization, issued as Law No. 49 of 1972, and its executive regulations outline specific conditions for candidates seeking the position of deputy president of a public university. These conditions aim to ensure that candidates possess the necessary qualifications and integrity to support the university president in their role. The law specifies that candidates must have held the position of professor at a university governed by the same law for at least five years.
Candidates for the deputy president position must also be currently employed at the university at the time of their nomination. Additionally, they must not have been previously sentenced to a penal or restrictive punishment for a crime that undermines honor or integrity, unless their record has been cleared. This condition is designed to ensure that candidates have a clean record and are suitable for a high-level administrative position.
The law further stipulates that candidates should not have any disciplinary actions against them, unless such actions have been revoked, expunged, or withdrawn by the competent authority. Candidates must also have a good reputation and be of good character. These conditions aim to ensure that candidates possess the necessary moral and professional integrity to hold a senior position at a university.
Another condition is that candidates should not be simultaneously nominated for the position of dean or president of the university, or any other position that may conflict with that of deputy president. Furthermore, candidates must not hold any party position at the time of nomination or during their tenure as deputy president. This condition aims to prevent conflicts of interest and ensure that candidates can devote their attention to their role.
The university president is required to submit the names of the top three candidates for the deputy president position to the Minister of Higher Education within 60 days of assuming office or before the end of the current deputy president's term. The submission must include a memo outlining the reasons for each candidate's nomination, based on their project to support the university president's development plan.
The nominated candidates are required to attend a training course, the content and schedule of which will be determined by the Minister of Higher Education, in consultation with the Supreme Council of Universities. Failure to attend the course without a valid excuse may result in disqualification. The university president may nominate a replacement for any candidate who fails to attend the course.
The seven conditions for candidates are designed to ensure that deputy university presidents possess the necessary qualifications, experience, and integrity to support the university president in implementing the national strategy for higher education and scientific research, as well as Egypt's Vision 2030. The Supreme Council of Universities plays a crucial role in overseeing the nomination and training process.
