The Egyptian Ministry of Housing, through the Social Housing and Real Estate Finance Fund, has announced the conditions for applying for rental apartments under the presidential initiative "Housing for All Egyptians 9". The initiative offers 15,000 housing units and will accept applications until October 28, 2026. The program aims to provide affordable housing for low-income individuals.
To be eligible, applicants must not have previously obtained a housing unit through any state-supported housing programs, nor can they have taken out a subsidized loan or benefited from other forms of housing support. Additionally, applicants and their families are not allowed to apply for more than one rental unit in a single announcement.
For those applying for apartments in new cities, they must have a place of residence and work in the same city. This can be verified through official documents such as national ID cards and income certificates. In contrast, applicants for apartments in governorates must have either their place of residence or work in the same governorate.
The Ministry will conduct inquiries through the Ministry of Social Solidarity or credit reporting companies to verify the accuracy of the documents submitted by citizens and their eligibility for the housing unit. The initial rental period is three years, with the option to renew for an additional period subject to the approval of the fund and provided the tenant has fulfilled all their obligations.
Applicants who are currently renting under the old rent laws and wish to benefit from the units offered in this announcement must have registered on the Egypt Digital platform to obtain alternative housing. Upon acceptance of their application, they must relinquish their current rental contract in favor of the property owner before taking possession of the new rental unit.
The rental apartments are intended for permanent residential use by the applicant and their family, serving as their primary place of residence throughout the rental period. Beneficiaries are not allowed to change the residential use of the unit or dispose of it in any way. The maintenance fees and monthly rent will be used to maintain the project's habitability.
The conditions also allow for the conversion from a rental to an ownership model after a minimum of one year and before the end of the second rental period. The price of the units will be determined based on the remaining amount after deducting the rent paid, support received, and other costs. Applicants must be Egyptian nationals, between 21 and 65 years old, and have a low income not exceeding the specified limits.
