The Egyptian Ministry of Housing is set to launch a new rent-to-own housing scheme in 2026, offering 5,000 fully executed housing units in 25 new cities across the country. The scheme, which aims to provide affordable housing for low- and middle-income citizens, will have a monthly rent ranging from 1,500 to 2,000 Egyptian pounds, depending on the unit's size and location.
The housing units will be allocated through a public draw among applicants who meet the eligibility criteria, with a maximum of 45 years old and a minimum of 21 years old at the time of application. Applicants must also have a stable income that meets the criteria set by the Ministry of Housing.
To be eligible for the rent-to-own scheme, applicants must be Egyptian citizens with a valid national ID card. They must also provide proof of income, including salary slips for employees and income certificates for self-employed individuals. Additionally, applicants must submit certificates of birth for their children, a recent utility bill, and a printout of their social insurance contributions, if applicable.
The rent-to-own scheme has a duration of 20 years, starting from the date of unit handover, during which the beneficiary must pay the monthly rent and maintenance fees. After three years, a contract will be signed, which can be renewed. Once the contract expires and the conditions are met, the beneficiary can own the unit through the mortgage system in force at that time.
The eligible categories for the rent-to-own scheme include low- and middle-income individuals, young newlyweds, divorced women, widows, and female breadwinners, as well as people with disabilities and irregular workers.
A total of 5% of the housing units will be allocated to people with disabilities who meet the eligibility criteria. The units will be distributed within the governorate where the applicant resides, as stated in their national ID card. If there are no available units in the applicant's governorate, they can apply in the nearest city, as specified in the application conditions.
The Ministry of Housing has set several conditions for applicants, including not having previously benefited from a state-subsidized housing unit or received any form of housing support. Additionally, applicants must declare that they have not obtained any housing support in the past.
