The Egyptian government is preparing to launch a digital work platform aimed at connecting job seekers with employers and promoting freelance work. The platform is part of a cooperation agreement between the Ministries of Communications and Information Technology and Labor. The agreement was signed on Thursday, October 8, 2026, by Minister of Communications and Information Technology, Eng. Rafeat Hendy, and Minister of Labor, Hassan Raddad.
The cooperation agreement focuses on two main axes: supporting the digital development of the Ministry of Labor and building digital capacities and spreading digital culture to support digital transformation and building a safe and inclusive digital society. The agreement aims to qualify workers to keep pace with the digital work environment and implement programs to build capacities and spread awareness of the safe use of technology.
Minister of Communications and Information Technology, Eng. Rafeat Hendy, emphasized that developing digital skills is a basic pillar of digital transformation. He added that the ministry is paying increasing attention to areas such as artificial intelligence and cybersecurity. The ministry has already made efforts to provide Ministry of Labor services through the Egypt Digital platform, which has resulted in the launch of the "work permit" service.
Minister of Labor, Hassan Raddad, stated that the agreement enhances integration between the work and digital transformation systems and supports the digitization of services. He revealed plans to expand the availability of services such as skill level measurement certificates and the conversion of the employment and training system to a digital path that links training with market needs.
The agreement targets supporting the institutional development of the Ministry of Labor and its directorates and offices, as well as vocational training centers, through multiple-level programs to improve performance efficiency. It also aims to extend digital qualification programs to include graduates, job seekers, and the most needy groups, enhancing digital and financial inclusion and economic empowerment.
The areas of cooperation include spreading digital culture and concepts of digital transformation and financial inclusion, developing skills through graduated programs qualifying for international certificates, and awareness of artificial intelligence technologies and cybersecurity and data protection. The agreement also includes preparing digital ambassadors to spread awareness locally and enabling graduates, entrepreneurs, and small business owners to use digital tools and benefit from digital platforms and markets.
The launch of the digital work platform is expected to open new paths for freelance work and digital jobs, and organize work through platforms. The platform will connect job seekers with employers, providing opportunities for young people to benefit from the digital economy.
