The Economic Community of West African States (ECOWAS) has announced plans to deploy youth-only election observers for Nigeria's 2027 general election. This move aims to increase young people's participation in electoral processes across the region. According to Serigne Mamadou Ka, Head of ECOWAS Electoral Assistance Division, the initiative has already been piloted in Côte d'Ivoire and Benin.
The youth election observer initiative is part of ECOWAS' broader efforts to promote youth representation in electoral processes. Ka identified lack of access to finance as a significant obstacle confronting young people seeking to participate in politics. Other barriers include inadequate education and training, social and cultural factors, gender bias, and weaknesses in internal democracy within political parties.
Ka emphasized that finance is a crucial factor in youth participation, stating that without access to finance, young people cannot effectively participate in politics. He also blamed political parties for restricting opportunities for young people to participate in politics, arguing that exclusion at the party level affects participation at the national level.
ECOWAS is promoting greater inclusivity from the party level to the national level. Ka urged young people to take greater responsibility for advancing their participation and become more organized and committed to political participation. He stressed that ECOWAS can provide support but cannot take up the responsibility on their behalf.
Ezenwa Nwagwu, Executive Director of the Peering Advocacy and Advancement Centre in Africa (PAACA), emphasized the importance of mainstreaming young people into ECOWAS election observation. This initiative aims to strengthen democratic participation and ensure that young people are adequately represented in electoral processes.
Nwagwu highlighted the need for young observers to acquire sufficient knowledge of electoral laws and regulations. He urged them to familiarize themselves with ECOWAS protocols on youth participation, which can help promote inclusion. Nwagwu disputed the impression that young people are withdrawing from political engagement, arguing that social media activity does not provide a complete picture of youth participation.
The ECOWAS Electoral Assistance Division is working to increase youth participation in elections across West Africa. Despite young people constituting the majority of the population in many countries, their participation in elections remains low. ECOWAS is committed to supporting young people's participation in electoral processes, and the deployment of youth observers for Nigeria's 2027 election is a significant step in this direction.
