The Minister of State for Education and New Citizenship in the Democratic Republic of the Congo, Raïssa Malu Dinanga, has published the semi-annual report on the accountability of actions taken in the education sector. The report covers the period from January to June 2026 and aligns with the vision of President Félix-Antoine Tshisekedi Tshilombo and the implementation of the 2024-2029 Five-Year Plan and Government Program.
The report aims to enable citizens to track the progress of commitments made in the education sector and assess their concrete implementation in schools. It highlights key achievements during the first six months of the year, as well as actions still in preparation or requiring further consolidation. Some notable advancements include the disbursement of the first tranche of school grants in the province of Kasaï.
The Ministry of Education reported the launch of construction or rehabilitation works on 56 public primary schools and 21 water, hygiene, and sanitation infrastructures. Additionally, the preparation for the deployment of 78 pilot school canteens is underway. In terms of human resource management, the report mentions the adjustment of the free education allowance for 23,675 teachers.
The Ministry has continued the process of harmonizing payroll files to improve data reliability and remuneration tracking in the education sector. The report also notes the validation of the Curriculum Orientation Framework and instruments for teacher training. These measures aim to strengthen the quality of education and support transformations in the Congolese education system.
Despite the achievements, the report also highlights remaining challenges, including the need to mobilize more financial resources for sector investments. The situation of children living in crisis-affected areas is a concern, with the imperative to preserve their access to and retention in school.
According to the Ministry, this accountability approach allows for a clear distinction between completed actions, those in preparation, and projects that require further consolidation. The activities and results recorded from July to September 2026 will be presented separately. Minister Raïssa Malu Dinanga emphasized that this approach is based on a commitment to transparency and monitoring of engagements.
