The DRC and Rwanda signed a peace agreement in Washington under the auspices of the United States, which includes the neutralization of the FDLR and the withdrawal of Rwandan forces from Congolese territory. However, Kigali disputes the DRC's approach, arguing that the agreement calls for the neutralization of the FDLR, not a specific disarmament protocol. The DRC maintains that voluntary disarmament is a means to sustainably neutralize the armed group.

The situation in the eastern DRC remains precarious, with ongoing hostilities involving the AFC/M23 rebellion, supported by Rwanda, and resulting in a dire humanitarian situation.
