On September 22, 2026, under the presidency of His Excellency, Mr. Ismail Omar Guelleh, President of the Republic and Head of Government, the 10th Council of Ministers meeting took place. The meeting examined and approved several texts, including projects related to financial accounts and regulatory modifications.

The Council reviewed and approved the draft law approving the financial accounts of the Diwan des Biens Waqfs for the 2025 financial year. The accounts showed 706.6 million FDJ in revenue and 687.7 million FDJ in expenses, resulting in a net income of 18.9 million FDJ. This represents a decrease of 33.2 million FDJ compared to the 2024 financial year.

The Council also examined the draft law approving the financial accounts of the Société Internationale des Hydrocarbures de Djibouti (SIHD) for the 2025 financial year. The SIHD accounts showed 37.17 billion FDJ in revenue and 36.76 billion FDJ in expenses, resulting in a profit of 412 million FDJ. Despite a challenging context marked by volatile oil prices, the SIHD achieved significant investments, amounting to 5.58 billion FDJ.

Furthermore, the Council reviewed the draft law approving the financial accounts of the Société Immobilière d'Aménagement Foncier (SIAF) for the 2025 financial year. The SIAF accounts showed 3.41 billion FDJ in revenue and 3.42 billion FDJ in expenses, resulting in a net loss of 8.9 million FDJ. This represents a decline of 91.7 million FDJ compared to the 2024 financial year.

In addition, the Council examined the draft law approving the financial accounts of the Imprimerie Nationale de Djibouti (IND) for the 2025 financial year. The IND accounts showed 392 million FDJ in revenue and 449.4 million FDJ in expenses, resulting in a loss of 57.4 million FDJ. The IND's revenue decreased by 17.4 million FDJ compared to the 2024 financial year.

The Council also discussed a draft law modifying the law on the transformation of the Office Djiboutien de Développement de l'Energie Géothermique (ODDEG) into a public industrial and commercial establishment. The draft law aims to clarify the institutional attachment of the ODDEG to the Ministry of Energy and Natural Resources, ensuring coherence with the current organization of the energy sector.

The 10th Council of Ministers meeting covered a range of essential topics, focusing on financial accounts and regulatory adjustments.
