On September 21, 2026, former Djiboutian students of the École nationale d'administration (ENA) and Institut national du service public (INSP) gathered at the French Residence in Djibouti to officially establish their association. The general assembly, attended by around a dozen senior officials and public administrators, adopted the association's statutes and elected its leadership. French Ambassador to Djibouti Jérôme Bresson, an ENA alumnus, welcomed the gathering at the French Residence.
The association currently comprises around a dozen Djiboutian officials who have completed ENA or INSP training programs in Strasbourg and Paris. Notable members include Mohamed Abdi Douksieh, Chargé principal des affaires économiques at the United Nations Office for West Africa and the Sahel, and Ali Yacoub Mahamoud, Ambassador and Representative of the African Union Commission to the European Union. The association aims to bring together ENA/INSP alumni to promote public service excellence and administrative modernization.
The association's objectives include promoting the modernization of Djibouti's administration and supporting government reforms using its members' expertise. It also seeks to strengthen bilateral cooperation between Djibouti and France, as well as with other ENA/INSP alumni associations worldwide. Furthermore, the association will support Djiboutian candidates applying to ENA/INSP training programs and organize conferences and seminars on public governance and international cooperation.
During the general assembly, the association's leadership was elected for a two-year term. Abdallah Mohamed Hersi, conseiller technique du ministre de l’éducation nationale et de la formation professionnelle, was elected president. Other elected members include Man Mohamed Djama as vice-president, Ainanché Said Chireh as secretary-general, and Samatar Antoine Nathalis as treasurer. French Ambassador Jérôme Bresson was elected honorary member and member of the association.
The association plans to apply for membership in the Confédération internationale des anciens de l'ENA et de l'INSP, which has its headquarters in Paris. This affiliation will enable the association to join a global network of national ENA/INSP alumni associations. The creation of this association reflects the long-standing partnership between Djibouti and France in training high-ranking officials.
Many Djiboutian officials who have benefited from ENA/INSP training occupy prominent positions in the country's ministries, institutions, and diplomatic representations.
