The company's revenues were 3.41 billion Djiboutian francs, while expenditures were 3.42 billion Djiboutian francs, resulting in a deficit of 8.9 million Djiboutian francs. The company reported a 26% increase in revenues, primarily due to increased land sales in the Nجاد 100-hectare project, which generated 1.88 billion Djiboutian francs.
The council also discussed and approved several new laws. One of the laws approved was the draft law related to the approval of the financial accounts of the National Printing Press (IND) for the fiscal year 2025. The company's revenues were 392 million Djiboutian francs, while expenditures were 449.4 million Djiboutian francs, resulting in a deficit of 57.4 million Djiboutian francs. The law aims to provide a framework for the company's operations and financial management.
Another law approved by the council was the draft law amending Law No. 149 of 2022, which relates to the conversion of the Djibouti Office for Geothermal Energy Development into a public industrial and commercial establishment. The law aims to clarify the office's institutional affiliation and provide a framework for its operations. The office will be placed under the supervision of the Ministry of Energy and Natural Resources.
The council also approved a draft decree related to the allocation of a land plot in the Doudah area to the Golf Sports Association. The land plot, which covers an area of 668,748 square meters, will be used to develop golfing activities and infrastructure. The allocation aims to promote the development of sports activities in Djibouti and provide a suitable venue for golfing enthusiasts.
In addition to the approvals and new laws, the council heard reports from ministers on recent events. The Minister of Higher Education and Research reported on the President's participation in the first International Summit on Space, held in Paris on September 9-10, 2026. The Minister of Agriculture, Water, Livestock, and Fisheries reported on the national launch of the "Agri Connect" initiative, which aims to transform agricultural and food value chains in Djibouti.
