The Comorian government has released its evaluation report for the first half of 2026, showcasing a significant improvement in the realization of planned activities. With a consolidated rate of 61.6%, this achievement marks a substantial progression from previous years, where the realization rate stood at 18% in 2024 and 56% in 2025. This development indicates a positive trend in the government's efforts to enhance its performance and achieve its objectives.
The evaluation, presented by the Secretary General of the Government, Nour El Fath Azali, on October 1st at the Beit-Salam presidential palace, is part of a periodic assessment of public action. The report highlights that out of 1,582 activities planned, 975 were realized, while 607 were not. The data was extracted from 15 matrices of semi-annual review corresponding to the government's major orientations. This exercise aims to provide a consolidated snapshot of the state of progress of annual work plans.
The report reveals significant disparities in performance among various ministries. The Ministry of Economy leads with an 85% realization rate, followed by the Ministries of Foreign Affairs (83.7%) and Finance (75.5%). Other ministries, such as Transport (70.9%), Justice (69.4%), and Health (62.6%), also show notable achievements. However, some departments, including Education (50%), Gender Promotion (47.6%), and Posts and Telecommunications (46.3%), lag behind.
According to Nour El Fath Azali, the significance of this exercise lies not only in the overall percentage but also in measuring concrete achievements and their impact on the population and the country's commitments to its partners. He emphasized that this progress results from a new work method based on objective definition, administrative discipline, and regular monitoring of work plans.
The Secretary General highlighted several priority areas, including diplomacy, economic and financial sectors, and social sectors such as education, energy, and agriculture. He also mentioned the successful inscription of six historical medinas on the UNESCO World Heritage list in July 2026. Furthermore, the government stresses the importance of an organized administration to transform available financing into concrete achievements.
Despite the progress made, Nour El Fath Azali cautioned against complacency, as the current rate falls short of the 70% annual target. He urged ministries to accelerate their activities, particularly in education, justice, and the protection of vulnerable populations. President Azali Assoumani also emphasized the need for improved administrative performance and tackling the issue of violence in the country.
The government's evaluation exercise demonstrates its commitment to monitoring performance and enhancing accountability. With a realization rate of 61.6% for the first half of 2026, the government has made progress but still faces challenges in achieving its annual targets. The implementation of reforms and improved administrative discipline will be crucial in driving future progress.
