The Fédération tchadienne de football association (FTFA) has reminded Foullah Édifice FC and its representative, Ibrahim Foullah, of outstanding fees following a dispute resolved by the FIFA on October 30, 2025. In a letter dated September 30, the FTFA informed the club of the required payments. Adjib Koulamallah, a sports jurist, clarified that the document is a decision by FIFA's Disciplinary Commission. He emphasized that it does not reopen the case or make a new judgment but rather ensures the implementation of a previously rendered sentence.

According to Koulamallah, the dispute was settled by the Tribunal arbitral du sport on October 30, 2025. The FTFA's letter is a reminder to Foullah Édifice FC and Ibrahim Wang Laouna Foullah, a former club executive, that they have not paid the required fees. The amounts due include 15,318 Swiss francs to the FTFA, comprising 2,500 francs for lawyer fees and 12,818 francs for arbitration costs. Additionally, a 2,000-dollar fine is owed to FIFA.

Foullah Édifice FC and Ibrahim Foullah have been given thirty days to settle the outstanding payments. As of now, no suspensions have been imposed, and the club has not been banned from registering new players. Koulamallah stressed that any measures announced are conditional and will only be enforced if the payments are not made on time. These potential measures include a ban on registering new players for the club and a six-month suspension for Ibrahim Foullah from any football-related activities.

The sports jurist emphasized that the FIFA decision is unrelated to the disciplinary proceedings initiated by the FTFA against Senator Foullah or other ongoing disputes. These, he clarified, are separate cases. Ibrahim Foullah and Foullah Édifice FC had previously appealed to FIFA and the Tribunal arbitral du sport, contesting the resumption and conduct of the electoral process for the FTFA executive.

Their appeals also concerned the compatibility of Ibrahim Foullah's role as a member of the Agence nationale de gestion du football (ANGE) with his position as FTFA president. However, their appeals were unsuccessful, and the October 30, 2025, sentence required them to jointly pay judicial costs and compensation to the FTFA. The FTFA's current focus is on recovering these owed amounts.

The dispute and subsequent payments required by FIFA have significant implications for Foullah Édifice FC and Ibrahim Foullah. Failure to comply with the payment directive could result in serious consequences for both parties. The case highlights the complexities of football governance and the importance of adhering to regulatory requirements.

The situation remains a critical issue for the parties involved, with a focus on resolving the financial obligations to FIFA and the FTFA. The case demonstrates the intricacies of international sports law and the mechanisms in place to enforce compliance with regulatory decisions.
