The strategic plan for 2026-2030 of Chad's National Public Health Institute was launched on October 27, 2026, in a ceremony presided over by Chad's Minister of Public Health and Prevention, Dr. Abdelmadjid Abderahim Mahamat, and Minister of Higher Education, Scientific Research, and Professional Training, Dr. Sitack Yombatina Béni. This plan aims to improve the country's public health capacities.

The European Union's ambassador to Chad, Amador Sánchez Rico, praised the Chadian government's commitment to public health. He emphasized that recent crises and recurring epidemics highlight the need for institutions that can produce reliable data, inform decisions, and protect populations. The ambassador also mentioned that the EU supports the Institute through a project implemented in collaboration with Chadian ministries responsible for Public Health and Higher Education.

The strategic plan's ambition is to enable Chad to detect health issues earlier, respond more quickly, and make decisions based on evidence. The plan is part of an integrated approach called "One Health," which aims to strengthen health systems and address health challenges at the human-animal-environment interface. This approach will guide the Institute's activities over the next five years.

Dr. Sitack Yombatina Béni, Minister of Higher Education, Scientific Research, and Professional Training, stated that the Institute aims to contribute to strengthening health surveillance, developing research on priority public health issues, ensuring the quality of laboratory analyses, and informing public decisions with evidence-based data. These objectives align with the Institute's mission to improve public health in Chad.

Dr. Abdelmadjid Abderahim Mahamat, Minister of Public Health and Prevention, highlighted that the launch of this plan is a significant step in strengthening Chad's national capacities for health surveillance, research, and emergency response. He noted that Chad's health system faces significant challenges, including limited access to healthcare in several provinces and reduced health financing due to decreased development aid.

The strategic plan's budget is estimated at over 24 billion CFA francs over five years. Approximately 88% of this amount has already been secured from the state and its partners. However, around 2.8 billion CFA francs remain to be mobilized, particularly for research, prevention, and institutional strengthening. The plan's success will depend on the mobilization of these remaining funds.

The launch of the strategic plan 2026-2030 marks a significant milestone in Chad's efforts to strengthen its public health system. The plan's implementation will be crucial in addressing the country's health challenges and improving the well-being of its population. Key stakeholders will need to work together to ensure the plan's success and achieve its objectives.
