The government of Côte d'Ivoire has introduced a mechanism to monitor recommendations from the second joint review of portfolios of technical and financial partners. This move aims to enhance project performance and improve their impact on the population. The announcement was made by Siélé Silué, special advisor to the Vice-President of the Republic, on November 6, 2026, in Abidjan.

The mechanism is designed to strengthen the performance of projects and improve their impact on the population. According to Siélé Silué, local project monitoring cells financed by partners within the framework of the National Development Plan are essential links between the national monitoring and evaluation system and regional realities. The government plans to reinforce their integration into the National Development Plan's monitoring and evaluation system.

The government intends to consolidate the capacities of local project monitoring cells through training, digital tools, and logistical means. The goal is to clarify their relationships with project coordination units, deconcentrated services, and territorial collectivities. This approach seeks to ensure a more effective and efficient implementation of development projects.

Siélé Silué announced that the Vice-President of the Republic will soon meet with regional prefects to officially involve them in the project monitoring system. He invited technical and financial partners to support this approach, which aims to establish a common, shared, and reliable monitoring system. This system is expected to improve the coherence of interventions and reduce reporting burdens.

The government reaffirmed its commitment to continuously improving portfolio performance. Siélé Silué called for enhanced accountability, accelerated treatment of bottlenecks, valorization of merit, and regular and transparent dialogue with partners. He emphasized that every invested franc, dollar, or euro must translate into visible results for citizens.

The second joint review of technical and financial partners' portfolios enabled the assessment of interventions, identification of constraints to be addressed, and commitment to common goals for better project execution. The review aimed to improve development project implementation in Côte d'Ivoire.

The new mechanism is part of Côte d'Ivoire's efforts to optimize development project implementation. By strengthening monitoring and evaluation systems, the government seeks to maximize the impact of investments and enhance the lives of its citizens.
