The 6th support and mid-term review mission of the Project for Resilience and Competitiveness in Livestock (PRECEL) commenced on September 28, 2026, in Ouagadougou, Burkina Faso. The meeting aims to assess progress, examine challenges, and determine necessary adjustments for the project's continuation. After nearly three years of implementation, PRECEL has achieved a cumulative physical execution rate of 51%, with a weighted physical execution rate of 56%.
The project's financial execution rate stands at 50.2% with the World Bank, while the overall disbursement rate is 41.8%. The four-day meeting brings together various stakeholders in the sector. According to Bernard Ismaël Konkobo, coordinator of PRECEL, the project's implementation has not been without difficulties, but adjustments have allowed for the reorientation of certain interventions.
The project has made notable progress in animal health, support for livestock, and assistance for vulnerable individuals. Several infrastructure projects are underway, including a veterinary medicine production unit. Five slaughterhouses are being invested in, with two new constructions and three rehabilitations. The project also plans to establish modern processing units and dairies.
At the opening of the meeting, Gaoussou Sanou, secretary general of the Ministry of Animal Resources, emphasized the importance of this mid-term review. He highlighted that the first years of implementation have enabled support for producers, reinforcement of infrastructure and animal health, and development of product transformation and resilience to climate shocks.
Despite progress, challenges persist, and the mission aims to identify them and propose concrete solutions. Erick Hermann Abiassi, representative of the World Bank, noted a positive evolution in PRECEL's implementation, with difficulties at the start gradually fading away. He called for accelerated completion of engaged infrastructure and reaffirmed the World Bank's commitment to supporting the project until its objectives are achieved.
The PRECEL project, which came into effect on December 18, 2023, continues its implementation with the goal of consolidating achievements and improving the resilience and competitiveness of the livestock sector by 2029. The mission will enable an assessment of the first half of the project and identification of necessary adjustments for its continuation.
