The Council of Ministers of Burkina Faso held its ordinary session on November 5, 2026, in Ouagadougou, from 9:00 AM to 1:30 PM, under the presidency of Captain Ibrahim Traoré, President of Faso and President of the Council of Ministers. During the meeting, the Council deliberated on the items on its agenda, heard oral communications, made appointments, and authorized foreign missions. The Council adopted several reports and decrees, focusing on various sectors, including health, infrastructure, defense, and economy.

The Council adopted a report related to a draft decree dissolving the Permanent Secretariat of the National Council for the Fight Against AIDS and Sexually Transmitted Infections (SP/CNLS-IST). This dissolution is part of the government's vision to rationalize the management of certain state structures. The missions and attributions of SP/CNLS-IST are transferred to the Ministry of Health. The adoption of this decree allows for the dissolution of the Permanent Secretariat.

The Council also adopted a report related to specific projects of the National Bureau of Grand Projects of Burkina (BN-GPB). These projects concern the development of a site in Nagrin, Ouagadougou, for the construction of 89 buildings, including 2,928 F3 and F4-type housing units, under the Presidential Initiative for Community Development. Another project involves acquiring audiovisual equipment for two stadiums, under the Presidential Initiative for the Rise and Promotion of Sports Elite. The total amount for these projects is 145,476,997,943 F CFA, financed by the 2026 state budget.

In the defense sector, the Council adopted a decree approving the statutes of the Ouagadougou Higher Institute of Logistics (ISLO). This decree updates the previous decree, introducing several innovations, including changes in the composition of the Administrative Council, adoption of public accounting rules, and the removal of the establishment council from the institute's advisory bodies. The new texts will enable ISLO to effectively accomplish its missions.

The Council also adopted a decree modifying the organization of the Ministry of Territorial Administration and Mobility. This modification aims to reorganize the General Directorate of Religious, Customary, and Traditional Affairs to promote better competence distribution and strengthen structure specialization. The changes include creating the Directorate for Peace Promotion and an National Office for Religious Regulation.

In the economic sector, the Council adopted seven decrees, including one declaring the urgency of the public utility for the project to construct the Isidore Noël Thomas SANKARA Memorial infrastructures. The project aims to build several structures, including a 87-meter "SANKARA" tower, a 2,360 m2 museum, and a cable car linking the Memorial to the Bangr-Weogo Park. The site covers 14 hectares and faces constraints due to private properties and diplomatic enclaves.

Another decree adopted concerns the implementation of an integrated industrial complex for glass production in Léguéma, Bobo-Dioulasso. This project aims to support the development of Burkina Faso's industrial sector, meet the growing demand for glass products, and enhance competitiveness. The Council's decisions reflect the government's efforts to drive development and improve various sectors in the country.
