Abdoulaye Bio Tchané, president of Benin's Council for Economic and Social Development, emphasized the need for more efficient financial markets to support the real economy at the Capital Reach Forum in Cotonou on October 26, 2026. He stressed that creating a stock exchange is not enough; companies must also be able to access necessary funding. Bio Tchané's message aligns with the forum's theme, "From created markets to fully utilized markets: what next for Africa's financing?"

As a key figure in establishing the Regional Stock Exchange (BRVM) in 1998, Bio Tchané highlighted its role in mobilizing savings and financing for West African economies. Between 2021 and 2025, BRVM's capitalization experienced significant growth. However, this progress has not fully met the needs of the productive sector, with listed companies concentrated in a few sectors and sovereign bond issuances dominating the market.

Bio Tchané identified difficulties in accessing capital as a major challenge for private enterprises. To address this, he recommended introducing guarantee and risk-sharing mechanisms to facilitate market entry for companies. He also advocated for greater mobilization of savings from institutional investors, individuals, and the diaspora. Increased financial transparency and a favorable investment climate are essential for this dynamic.

The president of the Council for Economic and Social Development emphasized the need to direct more resources toward productive activities, infrastructure, and projects that support growth. This requires bringing together companies seeking financing, capital holders, and professionals capable of structuring viable operations. By doing so, financial markets can more effectively support businesses, employment, and improved living standards.

Bio Tchané's call for action aims to enhance the efficiency of financial markets in West Africa. By improving access to financing and mobilizing savings, the region can unlock more resources for economic development. The BRVM has made progress, but further efforts are needed to create a more inclusive and supportive financial ecosystem.

The Capital Reach Forum, organized by the African Securities and Intermediation Services (AGI), brought together stakeholders to discuss the future of financial markets in Africa. Bio Tchané's intervention was part of the event's official program, which was opened by Benin's Minister of Economy and Finance. The forum provided a platform for experts to share insights and strategies for deepening financial markets.

Bio Tchané's advocacy for more efficient financial markets aligns with broader efforts to promote economic growth and development in Africa. By leveraging financial markets to support businesses and infrastructure projects, the region can unlock its full potential and improve living standards for its populations. The BRVM will continue to play a critical role in this process.
