This digital process aims to reduce paperwork and increase efficiency in mission verification. The system also allows for a second option using biometric terminals in public spaces.

For agents using biometric terminals, they must visit an equipped public space, present their biometric National Identity Card, and have their fingerprints scanned. The terminal confirms their presence using its fixed location. This option provides an alternative for agents who do not have access to a smartphone or prefer to use a terminal.

The introduction of SEMO+ is part of a broader reform initiated on September 25, 2026, aimed at modernizing public administration. The government has also introduced electronic payment of mission expenses for all public administrations. This reform seeks to increase transparency and efficiency in public services.

The SEMO+ system was announced as a complementary step to the electronic payment of mission expenses, with the goal of further streamlining mission verification processes. The system is expected to reduce administrative burdens and increase the accuracy of mission reporting.
