The government of Benin has launched an online platform that enables citizens to obtain their judicial records instantly. As of November 1, 2026, users registered with the administration can request and download their records in three simple steps using their personal identification number (NPI). This service is part of a broader reform aimed at simplifying administrative procedures and reducing the need for physical visits and intermediaries.
The online delivery of judicial records is based on the verification of data already held by the administration. The system uses the NPI and available civil status information to process requests automatically for users whose identities are known. This approach eliminates the need for manual intervention and allows for immediate generation and download of the records. The reform also ensures that the records retain their legal value, with the Centre national du casier judiciaire (CNCJ) guaranteeing their authenticity.
The Ministry of Justice and Legislation, which introduced the new service, highlighted that judicial records are frequently requested for various purposes, including job applications, public exams, and administrative procedures. The online delivery of these records, which began in July 2020, has now been streamlined further. The service is accessible not only to citizens living in Benin but also to those residing abroad, who can use it without needing to travel or rely on intermediaries.
The cost of obtaining a judicial record through the new online service is set at 1,900 CFA francs. The Ministry emphasized that there are no additional fees and warned against financial solicitations aimed at expediting the process. This initiative aligns with the "Dites-le-nous une fois" (Tell us once) principle promoted by President Romuald Wadagni, aiming to minimize the documentation and administrative steps required from citizens.
For cases that cannot be processed automatically, requests are forwarded to the CNCJ for manual review. The CNCJ remains responsible for ensuring the authenticity of the records issued, which continue to hold legal value. This hybrid approach allows for efficient processing of most requests while maintaining the integrity and reliability of the judicial records.
The introduction of the instant online delivery of judicial records reflects the government's efforts to modernize and digitize public services in Benin. By leveraging technology, the administration aims to enhance the efficiency and transparency of its services, making it easier for citizens to access essential documents and conduct their affairs with minimal hassle.
The new service is expected to significantly reduce the administrative burden on citizens and improve their overall experience with public services. With this development, Benin continues to advance in its digital transformation journey, aligning with global trends in e-governance and digital public service delivery.
