The Beninese government has introduced a new online system for delivering casier judiciaire, a crucial document for various administrative and professional purposes. As of November 1, 2026, citizens can obtain their casier judiciaire instantly online without needing to provide prior documentation. The system, implemented by the Ministry of Justice and Legislation, utilizes existing administrative data to verify the applicant's identity and provide the document automatically.
The new system allows users to access the service by logging in with their Numéro personnel d'identification (NPI), selecting the "Casier judiciaire en instantané" option, and validating their request. The casier judiciaire is then immediately available for download for a fee of 1,900 F CFA. This development aims to simplify the process, reduce bureaucracy, and make the service more accessible, especially for Beninese citizens living abroad.
The Ministry of Justice and Legislation states that this innovation aligns with the "Dites-le-nous une fois" principle, which is part of the government's project "Plus loin, ensemble." This principle aims to avoid requesting citizens to produce documents that the administration already possesses. The new system builds on the dematerialization of casier judiciaire, which began in July 2020, and an improved version launched on March 6, 2026.
The Centre national du casier judiciaire (CNJ) remains responsible for ensuring the authenticity and legal value of the documents delivered. Requests that cannot be processed automatically are transmitted directly to the CNJ for examination. The minister of Justice and Legislation emphasized that the simplification of the process does not alter the document's legal value.
This development is part of a broader effort to enhance digital services in Benin. The country is set to host the Cyber Africa Forum 2026 in Cotonou on November 16-17, which will bring together African leaders and experts to discuss digital innovation. The Port Autonome de Cotonou has also recently unveiled a new visual identity.
The government of Benin has been actively working on various initiatives to improve governance and public services. The Minister of Decentralization and Local Governance, Janvier Yahouédéou, is preparing for the deployment of six new poles, while the Minister of Economy and Finance, Romuald Wadagni, is set to visit the United Arab Emirates and Moscow.
The introduction of the instant online casier judiciaire delivery service is a significant step towards improving the efficiency and accessibility of public services in Benin. The government aims to continue enhancing its digital infrastructure and services to meet the needs of its citizens and support economic development.
