The government of Benin has introduced a new regulation allowing consumers to exchange empty gas bottles for full ones from different operators. The regulation, signed on September 30, 2026, by the ministers of trade, energy, and finance, aims to promote competition and reduce costs for consumers. The interchangeability of gas bottles is now a reality in Benin, with consumers able to exchange empty bottles for full ones without paying additional fees.

The regulation, which came into effect on October 2, 2026, applies to gas bottles of 3 kg, 6 kg, and 12.5 kg. The exchange of bottles will be done without considering the brand of the oil company, and consumers will only pay for the refill. The regulation also provides for a compensation mechanism for operators, who will be able to exchange empty bottles for full ones through a centralized platform managed by the Société Dépôts Pétroliers du Bénin (DPB).

The DPB will be responsible for managing the platform, which will record the movement of bottles and facilitate compensation between operators. Each bottle will have a unique identifier, allowing for tracking from production to disposal. The regulation also requires operators to acquire a minimum of 10% new bottles each year, corresponding to the average annual volume commercialized over the past three years.

The new regulation aims to promote competition in the gas sector and reduce costs for consumers. According to the government, the interchangeability of gas bottles will increase transparency and accountability in the sector. The regulation also provides for sanctions in case of non-compliance, including fines and withdrawal of licenses.
