The government of Benin, with support from the African Development Bank (AfDB), has initiated a flood control program in four secondary cities: Bohicon, Abomey, Ouidah, and Porto-Novo. The program, known as the Secondary Cities Stormwater Drainage Program (Papvs), aims to address flooding, improve urban mobility, and enhance living conditions for residents. The project involves the construction of stormwater drainage infrastructure, social facilities, and community equipment.

A recent AfDB mission to Benin, from October 16 to 28, assessed the progress of the project, identifying challenges and proposing corrective measures to accelerate implementation. The mission included site visits, working sessions with project stakeholders, and meetings with local authorities. The program's scope extends beyond infrastructure development to include social facilities that address community needs, such as latrines, school and health center fencing, and recreational spaces.

In Abomey, the director of the Goho General Education College, Mohamed Amouzounoun, expressed satisfaction with the project's progress, highlighting the need for continued efforts. He mentioned the school's requirements, including a cafeteria and furniture for students. Similar expectations were voiced by local authorities in other cities, emphasizing the importance of integrating additional infrastructure and services into the program.

Local authorities in the four cities have presented their priorities and requested additional support from the AfDB. In Bohicon, officials seek the inclusion of an additional school in the project portfolio. In Abomey, the focus is on rehabilitating the historic Goho site and reconstructing the statue of King Béhanzin. In Ouidah, employment opportunities for local youth are a concern.

The Papvs program aims to create more resilient cities, with a focus on urban development and community engagement. In Abomey, a city with rich historical and tourist significance, the mayor, Franck Kpassassi, emphasized the importance of complementing program interventions with local heritage preservation. He advocated for the rehabilitation of the Goho historic site, a project that aligns with the program's objectives.

The program's integrated approach to urban development includes flood control, improved circulation, enhanced community facilities, and attention to community needs. The AfDB reaffirms its commitment to sustainable urban development through strategic investments and consideration of local realities. The project is expected to make Benin's secondary cities more resilient, functional, and livable.

The Papvs program reflects a broader effort to address urban challenges in Benin. By investing in infrastructure and social facilities, the government and its partners aim to improve the quality of life for residents and promote sustainable development. The project's success will depend on continued collaboration between stakeholders, including local authorities, communities, and development partners.
