The Benin government has taken a significant step towards accelerating the country's industrialization by creating a 100 billion F CFA industrial development fund. The fund, approved by the Council of Ministers, aims to transform the national economy through industry and create large-scale Beninese enterprises that can compete globally. The fund's architecture and ambitions were detailed by the Minister and Government Spokesperson. The fund will provide long-term financing for industrial projects, guarantee loans, and offer turnkey factories in territorial development hubs.

The industrial development fund has three primary objectives: to provide industrial enterprises with necessary equity, share credit risk with banks, and offer readily exploitable industrial infrastructure nationwide. To achieve these goals, the government has established three facilities: Benin Industrial Invest (Bii), the Industrial Guarantee Facility (Fgi), and Turnkey Factories (Upe). Bii will provide long-term equity and quasi-equity financing for structuring projects. Fgi will share credit risk with banks and leasing companies, while Upe will establish a national program of turnkey factories in territorial development hubs.

The Benin Industrial Invest (Bii) facility will provide long-term financing to enterprises, addressing the issue of limited access to credit. This will enable businesses to undertake projects with longer-term profitability. The Industrial Guarantee Facility (Fgi) aims to alleviate the credit constraint on industrial investment by sharing risk with banks and leasing companies. This will encourage financial institutions to provide more loans to industrial enterprises. The Turnkey Factories (Upe) program will provide investors with readily available industrial infrastructure, reducing the time needed to start production.

The government's industrialization strategy involves expanding the country's industrial base beyond existing zones and closer to raw material production areas. This approach is based on a positive assessment of recent industrialization efforts, which have led to the emergence of new industries. For example, the textile and apparel sector now processes locally produced cotton, and ceramic tile manufacturing demonstrates the country's ability to transform raw materials into finished products.

The government believes that Beninese enterprises must achieve a critical size to compete regionally and internationally. To address this, the industrial development fund will provide long-term equity, alleviate credit constraints, and reduce the time required to establish production facilities. The fund's objectives include providing long-term equity, sharing credit risk, reducing setup times, and promoting the emergence of national champions.

The government has approved the statutes of the company that will manage the industrial development fund. The Minister in charge of Economy and Finance, Industry, and Private Investment Promotion have been instructed to take necessary steps to formalize and operationalize the fund. However, no start date has been announced, and details on the allocation of the 100 billion F CFA, eligibility criteria for enterprises, and the list of territorial development hubs have not been disclosed.

The government has emphasized its commitment to ensuring the effective use of public resources. A governance structure conforming to international best practices for public investment funds will be established. The industrial development fund is expected to support the emergence of national industrial champions capable of integrating into regional and global value chains and promoting Benin's name on international markets.
