The government of Benin has introduced new changes to the conditions for accessing social and economic housing in the country. On October 7, 2026, the Council of Ministers adopted new commercialization modalities to make it easier for citizens to acquire and rent available housing. This decision follows a first revision on December 17, 2025, which aimed to address difficulties that arose during the commercialization process.

Despite the measures taken in December 2025, challenges persisted, including a limited number of potential beneficiaries and a rule that reserved housing acquisition for first-time property owners. To address these issues, the government has expanded the eligibility criteria for social housing. The new measures open up social housing to all civil servants and public agents, regardless of their income level, as well as to households in the private sector, including traders, artisans, private sector employees, and liberal professionals.

One of the key changes is that individuals who already own a property can now apply for social housing, provided they meet other conditions. This means that the requirement to not own any built property on national territory has been lifted, and the status of first-time buyer is no longer a condition for purchasing social housing. This change aims to make housing more accessible to a wider range of citizens.

The government has also introduced the possibility of buying multiple housing units at once for certain specific targets, including sponsors and large institutional enterprises. This will enable these entities to acquire housing for their employees or to rent out to others. Additionally, economic housing is now open to simple rental, and companies can acquire housing lots for their agents.

The new rules apply initially to available housing that is ready for occupation. However, the government notes that these regulations may evolve based on needs and be extended to other phases of the 20,000-housing program. The aim is to make housing more accessible and affordable for Benin's citizens.

The changes are expected to have a positive impact on the lives of many Beninese people. By expanding eligibility and simplifying the acquisition process, more citizens will have access to affordable housing. This, in turn, is likely to boost economic growth and improve living standards.

According to Léonce Adjévi, the new measures mark a significant step forward in the government's efforts to address the housing needs of its citizens. The government's decision to review and adjust its policies demonstrates its commitment to finding solutions to the challenges facing the housing sector.
