The annual conference of rectors of public universities in Benin was held in Cotonou on November 5-6, 2026. The conference aimed to examine the transformation of the education sector. Minister of Higher Education and Scientific Research, Sèdami Medegan Fagla, emphasized the need to adapt education to technological changes. The minister announced plans to establish an Institute of Artificial Intelligence in 2027, offering dual diplomas in partnership with universities.

Minister Fagla stressed that current education methods no longer align with the changing world. She stated that students are being trained for a world that existed 200 years ago. The minister wants universities to develop critical thinking, creativity, and innovation skills in students. A project titled "University of Benin to 2033" is expected to be presented later. Other ministers supported this vision, calling for greater coherence between education levels.

The minister requested that ongoing reforms be completed before large-scale investments are made. The transfer of master's programs from doctoral schools to faculties and schools is nearly complete administratively but has reduced the resources of doctoral schools. The introduction of tele-teaching is expected to complement in-person education, not replace it. Research will be a priority in 2027.

The Director-General of the Beninese Agency for Research and Innovation, Nourou Souleymane Yorou, presented several initiatives. These include a census of laboratories, a device for evaluating innovations, and a national research portal. The scientific diaspora will also be registered. These efforts aim to improve research capabilities in Benin.

The living conditions of students were also discussed. The university transportation system, launched on September 20, has seen low usage at the National University of Agriculture and the University of Parakou. Students are expected to return in the new academic year. Bus shelters will be installed by the end of November, and university accommodations are being renovated.

The conference also addressed the need for greater coherence between education levels. Ministers responsible for primary, secondary, and vocational education support the vision for the future of Benin's education system. The goal is to create a more cohesive and effective education system that prepares students for the modern world.

The establishment of the Institute of Artificial Intelligence and other reforms aim to modernize Benin's education system. The government hopes to improve education quality and prepare students for the challenges of the 21st century. The project "University of Benin to 2033" is expected to guide these efforts.
